Section 1: Institutional GBA Plus governance and capacity
Governance
Invest in Canada has a mandate to promote, attract and facilitate foreign direct investment in Canada, as well as to coordinate the efforts of government and stakeholders with respect to foreign direct investment. In 2023-24, the organization continued to explore opportunities to enhance its leadership, capacity, training and necessary tools for the implementation of GBA Plus throughout the organization.
Invest in Canada is committed to incorporating gender-based analysis plus (GBA Plus) into its policies to promote inclusive outcomes for Canadians. As an employer, Invest in Canada evaluates jobs fairly based on their value to address the undervaluation of women’s work and help close the gender pay gap. Additionally, the Government considers GBA Plus, including diversity in terms of linguistic, regional, and employment equity groups (i.e., women, Indigenous peoples, persons with disabilities, and members of visible minorities) as well as members of ethnic and cultural groups, when appointing members to the Board of Directors.
Capacity
In 2023-24, Invest in Canada carried out a pay equity review comparing female and male dominated job classes which determined that Invest in Canada has no pay equity discrepancies, achieving equal compensation for the work of the equal value. The organization’s pay equity plan was published on September 3, 2024 as outlined in the Pay Equity Act. The organization will conduct this exercise every three years.
Human resources (full-time equivalents) dedicated to GBA Plus
There have been no changes to resourcing levels directly associated with supporting GBA Plus. As a small department/agency, Invest in Canada does not have full-time equivalents dedicated to working on GBA Plus implementation due to the size of the organization.

Invest in Canada is exploring a structured approach for defining, collecting and tracking data to provide long-term visibility and transparency for social and economic dimensions of the impacts of foreign direct investment.
